The Health Council of South Floida incubated FAFCC until January 2014 when FAFCC transitioned into an independent 501 (c)(3) non-profit organizaiton. HCSF President, Marisel Losa, MHSA, currently serves as the Chair of the FAFCC Board of Directors.

To provide support, mentoring, networking opportunities, and advocacy through a network that initiates collaboration and the sharing of best practices to improve access to healthcare for the uninsured in the state of Florida.
Definition of Free Clinics
The National Association of Free Clinics (NAFC) defines free clinics as volunteer-based, safety-net health care organizations that provide a range of medical, dental, pharmacy, and/or behavioral health services to economically disadvantaged individuals who are predominately uninsured. Free clinics are 501(c)(3) tax-exempt organizations, or operate as a program component or affiliate of a 501(c)(3) organization. Entities that otherwise meet the above definition, but charge a nominal fee to patients, may still be considered free clinics provided essential services are delivered regardless of the patient's ability to pay.
According to the latest U.S. Census Bureau, 45 million people are without health insurance in this country. In fact, studies show that the total number of people who may be without health coverage in any given year may exceed 75 million individuals.
The Health Council of South Florida (HCSF) recognizes that Free Clinics play an increasingly important role in state and community efforts to improve access to care for the growing number of people who are uninsured, underinsured or underserved.
Scope of Work
Florida Association of Free and Charitable Clinics (FAFCC) provides valuable guidance and assistance to free clinic organizations, professionals, and their partners/suppliers as they seek to maximize their potential and respond to rapidly changing environments.
FAFCC focuses on the strategic components of collaboration, visibility, communication, advocacy and mentoring, while remaining current with changing and emerging trends within the Free Clinic sector. The HCSF serves as the fiscal agent and incubator for the FAFCC.
