HIV/AIDS Program Services
The HCSF recognizes the effect the HIV/AIDS epidemic has had on our community in Miami-Dade County and is passionate about providing services to meet the needs of people living with HIV/AIDS. As such, the HCSF is involved in a wide range of HIV/AIDS focused programs and services. These services include Clinical Quality Management for Ryan White Part A, Housing Opportunities for People Living with HIV/AIDS, and Ending the HIV Epidemic in Miami-Dade County situational analysis and program oversight. Additionally, the HCSF had a long history of linking people living with HIV/AIDS to health insurance assistance through the AIDS Insurance Continuation Program (AICP).

AIDS Insurance Continuation Program (AICP)
The Health Council of South Florida, Inc. (HCSF) has had a long history with the AIDS Insurance Continuation Program (AICP) since its inception over 25 years ago. This program has enabled its beneficiaries to maintain vital health insurance benefits ensuring them access to needed care and treatment. AICP avoids the transfer of HIV/AIDS care cost to the public sector by decreasing the demands of low income persons with HIV/AIDS on Medicaid and other public sector programs.
As Program Administrators, the HCSF connected low income Floridians with an HIV/AIDS diagnosis, to services through its partnership and network of fifteen (15) Community Based Organizations (CBOs). Clients accessing the program are able to receive thoughtful, compassionate care and services delivered by trusted local community sources. This partnership is fundamental to implementing and propelling the State’s agenda for the health of all Floridians.

ADAP Wrap Around Pilot Project (AWAPP)
The AIDS Drug Assistance Program (ADAP) Wrap-Around Pilot Project (AWAPP) was a Florida Department of Health Bureau of HIV/AIDS program for Medicare Part "D" clients who met ADAP program criteria and had incomes between 135-150% of the Federal Poverty Level (FPL). AWAPP provides eligible clients with assistance in the payment of out-of-pocket Medicare Part "D" pharmacy and deductible expenses.

The Health Council of South Florida provides clinical quality management and support to the Ryan White Part B Program in Monroe County, administered by A.H. of Monroe County, Inc. Ryan White Part B funds various medical and support services for people living with HIV, and these services include but are not limited to outpatient and ambulatory services, oral health care, medical case management, mental health services, and medical transportation. The Health Council of South Florida has partnered with A.H. Monroe in order to implement, monitor, analyze, assess, and report on the measurable outcomes for the local Ryan White Part B program. These activities ensure that people living with HIV in Monroe County receive the highest quality care possible when under the care of a Ryan White Part B provider.
The Health Council of South Florida is also a part of the Florida Keys HIV Community Planning Partnership as part of our CQM work with A.H. Monroe. This consortium is composed of representatives from the Health Council, A.H. Monroe, Florida Department of Health in Monroe County, local providers, and consumers. The consortium provides guidance and advises the local Ryan White Program through monthly meetings.
Ending the HIV Epidemic (EHE) is a national initiative unveiled in 2019 by the U.S. Department of Health and Human Services, with the goal of supporting several areas across the U.S. highly impacted by HIV. The Florida Department of Health in Miami-Dade partnered with the Health Council of South Florida in order to assess the current state of HIV in our community and complete a situational analysis, developing a plan which aligns with national EHE standards and goals. The Health Council conducted data analyses and community engagement to complete a comprehensive analysis and outline key strategies and activities that will help decrease local new HIV rates in the years to come.

The Health Council of South Florida (HCSF), in partnership with the Florida Department of Health (FDOH), provides housing assistance and related supportive services for low‐income persons living with HIV/AIDS and their families. HCSF has a team of Housing Case Managers who assists eligible clients throughout the process of applying for program assistance and finding safe and affordable housing. Our team has a strong working knowledge of how social service systems operate and possess the empathy required to understand and relate to individuals who work within this field.
What is HOPWA?
The Housing Opportunities for Persons With AIDS (HOPWA) Program is a national program established by the AIDS Housing Opportunity Act of 1990, and revised under the Housing and Community Development Act of 1992 to provide housing assistance and related supportive services for low‐income persons living with HIV/AIDS and their families. HOPWA is funded through a grant from the U.S. Department of Housing and Urban Development (HUD). It provides states and designated eligible metropolitan areas with resources and incentives for meeting the housing needs of persons with HIV disease and AIDS. The Florida Department of Health (FDOH), which contracts with project sponsors (agencies and organizations) at the local level, administers Florida’s HOPWA Program.
What Services are provided?
The State HOPWA Program provides the following services to qualified individuals:

Short-Term Rent, Mortgage, and Utility assistance (STRMU)

Tenant-Based Rental Assistance (TBRA)

Resource identification services

Permanent Housing Placement (PHP)

Other supportive services including, but not limited to, nutritional services, mental health, drug and alcohol treatment, and assistance in gaining access to local, state, and federal government benefits and services
Who qualifies?
Persons and their families with documented HIV disease who meet eligibility requirements and other State HOPWA Program qualifications can qualify for services. By coordinating HOPWA services through the Ryan White Part B consortia and planning bodies, HOPWA participants have access to a variety of support services that contribute to a stable housing situation.
